5. Non-use of funds:

Notwithstanding anything contained in rule 4, the funds may not be spent for the following purposes:-

(a) Remuneration, salary, To provide allowances or facilities,
(b) to provide traveling expenses or other similar expenses to any Government or non-Government employee,
(c) to provide a donation, prize, gift or grant to anyone,
(d) To provide financial assistance to anyone except in matters related to natural calamities.
